Public expenditure on health in India, despite being low in comparison to most countries, is substantial in its size. An analysis of public expenditure patterns becomes important to aid to the understanding of its directions as well as to gauge the efficiency of the expenditure. This study will understand health expenditure for Maharashtra, the priorities in allocation with a focus on Maternal and Child Health component (MCH). The fund-flow mechanisms in the state, challenges of planning, execution and reporting. Issues related to capacities of the decentralised levels and what are the implications for the absorption of funds at different levels will also be examined. The study will also try to understand how Gram Panchayats use Gram Panchayats Development Plan prioritse health in the State.
