Jyotsna Jha, Madhusudhan Rao B.V. and Susmitha M V conducted a one-day Budget Workshop at the Tata Institute of Social Sciences (TISS), Hyderabad on 27 January 2020 for post-graduate students. The title of the workshop was ‘Demystifying Government Budget – Budget Concepts, Processes and Analysis’.
The workshop intended to orient interested groups on budget concepts to be able to understand, interpret as well as facilitate fuller utilisation of budget information in their own work of research/ activism/ advocacy as budgets reflect Government’s thinking, priorities and constraints.
The workshop focused on state government budget and covered the basics of budget in its entirety, what, why and how of budget, the budget process, the budget terminologies, the budget document, reading the budget, budget analysis, why and how of budget analysis, including sectoral analysis of budget. The workshop involved simple practical exercises to understand and appreciate the accounting as well as to get an idea of working with budget numbers. The presentations, exercises and analysis drew examples from the budget documents of Telangana State.
