This study is a desk-based review of the current situation of boys and their engagement with learning in the Commonwealth countries. The purpose of this study is to get a clear picture on the current situation of boys’ underachievement in the Commonwealth in order to facilitate synergised efforts and better coordination to address this issue among development actors. It also tries to map regional differences in this phenomenon, forecast disparity in in educational achievements, priorities and targeted interventions for at-risk boys in the Commonwealth countries. The study will also provide recommendations for action by Commonwealth governments and institutions for the next 10 years (2016 to 2026) to reverse or mitigate this trend, with a particular focus on Open and Distance Learning (ODL).
