This manual is meant to help the ordinary citizen in understanding the budget that the state finance minister presents to the state assembly each year. Within that the focus is on the Indian states, which are constitutionally responsible for social services and development matters. It is the assembly that has the power to approve the budget — and citizens can therefore influence the approval process by telling their elected representatives what they want. For this, a minimum understanding of the budget is a must.
