This study investigates the allocation and utilization of untied funds under National Rural Health Mission (NRHM) at different level of public health facilities in two districts namely: Bangalore Urban and Udupi in Karnataka state. Analyzing the data collected from 46 health facilities at different level, observes that there is a significant gap in the utilization of untied funds in health facilities.
