After the 73rd and 74th Constitutional Amendment decentralization and good governance have become the buzz word and this study aims to understand the effective decentralization through devolution of budgetary finances. This study was carried out in the Districts of Dharwad and Bangalore (rural) in the state of Karnataka. Five sectors, which included Education, Health, Water Supply and Sanitation, Minor Irrigation Projects and Roads and Bridges, have been brought under the study which was relevant for any local infrastructure and socio-economic development. The study also comprehensively looks at the fiscal, administrative and political devolution of power.
