CBPS analysed the rationale behind user charges, and the issues to be considered in framing user charge policies and practice in three departments: Urban Water Supply, Irrigation and Roads. Recommendations were based on literature on the topic, consultations, advisories and inefficiencies seen in the practices of services/departments studied.
