The Centre for Budget and Policy Studies (CBPS) is an independent, non-partisan, non-profit research institution in Bengaluru since 1998. We advocate for effective public policies in the areas of budget and public finance, governance, gender, health, education and livelihoods while adopting an interdisciplinary approach in all our work. Founded by academics, activists, and former civil servants, CBPS aims to create and share knowledge for a more empowered, equitable, and democratic society.
In 2023, the institution completed 25 years of meaningful existence.
CBPS’ work is rooted in in-depth research, capacity building and advocacy which support knowledge creation, policy shifts and process reforms. We work in the areas of economic and social policies with a focus on equity, justice, empowerment and accountability across various sectors. Our research outputs are diverse — they include extensive reports, policy briefs, papers, toolkits and manuals, books, book chapters, blogs, and newspaper articles. We also produce creative materials like infographics and documentaries that capture our work for a larger audience. All our work is transparently accessible to the public through our website and publications.

The Centre for Budget and Policy Studies, Bangalore completed its 25th year in February 2023. To mark this occasion, we hosted a two-day conference which focussed on the central role and relationship between institutions and public policy. There was an opening plenary session and a closing plenary session where eminent speakers deliberated on a host of related issues.
The objective of the conference was to explore the relationship between institutions and public policy, especially in relation to the following themes: Independent institutions and policy discourse, Public space and gender violence, Education as a public good, Public expenditure, fiscal policy, processes and structure of public finance, Urban and rural governance, decentralization, and democratic processes, Nutrition, healthcare, and public health, Livelihoods, income security, poverty, and migration.
2023 marked the beginning of our one-year CBPS Research Fellowship where we identified five budding researchers for mentoring. The fellowship aims to help young scholars to develop research skills in the areas of Education, Gender, Governance, Health & Nutrition, Public finance, Livelihoods and Social Security.
