Who we are

The Centre for Budget and Policy Studies (CBPS), established in Bangalore, India, in February 1998, is an independent, non-partisan, not-for-profit society, registered under the Societies Registration Act. It focuses on public policy and finance, including budgets, governance, and service delivery. Founded by academics, activists, and former civil servants, CBPS aims to create and share knowledge for a more empowered, equitable, and democratic society. 

Our focus

We are proudly located in Bangalore, the capital of the Indian state of Karnataka, and we work pan India and also internationally. While our work is rooted in in-depth research, we also work at the intersection of capacity building and advocacy, with the aim of contributing to knowledge production, policy shifts and process reforms. Our research outputs include reports, policy briefs, working papers, books, book chapters, journal papers, documentaries and film clips, blogs and newspaper articles.

At CBPS, we recognise the dynamic and evolving nature of research. Consequently, we adopt a flexible yet rigorous approach, striving to uphold the highest ethical standards. Employing interdisciplinary and mixed methodologies, we delve into public policy and finance, drawing insights from diverse domains. Our commitment to interdisciplinarity is mirrored in our diverse team, comprising individuals from varied backgrounds. Governed by a professional Board comprising renowned academics and retired civil servants, our work is transparently accessible to the public through our website and publications.

CBPS@25

The Centre for Budget and Policy Studies, Bangalore completed its 25th year in February 2023. To mark this occasion, we hosted a two-day conference which focussed on the central role and relationship between institutions and public policy. There was an opening plenary session and a closing plenary session where eminent speakers deliberated on a host of related issues.

The objective of the conference was to explore the relationship between institutions and public policy, especially in relation to the following themes: Independent institutions and policy discourse, Public space and gender violence, Education as a public good, Public expenditure, fiscal policy, processes and structure of public finance, Urban and rural governance, decentralization, and democratic processes, Nutrition, healthcare, and public health, Livelihoods, income security, poverty, and migration.

CBPS research fellowship

This year marks the beginning of our one-year CBPS Research Fellowship where we have identified five budding researchers for mentoring.
