Abstract

The Bengaluru Rural District Human Development Report utilizes various indices, including HDI, GII, FSI, and others, to provide a comprehensive analysis of human development at the taluk level. The analysis is based on data from the Bengaluru Rural Zilla Panchayat and line departments for 2010-2011. Additional data sources, including Census, National Sample Surveys, District Level Household and Facility Survey, and other small sample studies, were utilized to delve deeper into specific issues. Furthermore, four small area studies were conducted, examining the quality of education in private institutions, good practices in implementing the Total Sanitation Campaign, access and quality of bus services, and changes in land use.

The report found that Bengaluru Rural district exhibits a mixed pattern of human development. While there are stark inter-taluk differences in the computed indices, no single taluk consistently outperforms across all indicators. The report emphasises that analysis and findings must be contextualized by the district’s proximity to the rapidly evolving Bengaluru metropolis.

The report reflects that district exhibits encouraging trends in literacy, elementary education, availability of medical facilities, standard of living, employment, and labor productivity. However, it also argues that development policies are needed to address social and economic imbalances faced by females and SC/ST populations. The state should address the significant gender disparities in access to higher education and ensure equitable opportunities for all. Additionally, the report recommends that government invest in comprehensive interventions to improve the quality of health services in the district, with specific focus on maternal and child health.
