Effective delivery of government-financed public goods is often constrained by last-mile implementation challenges due to various factors, including weak capacity and lack of accountability of service providers at various levels, including at the district and sub-district levels. The study analysed the factors affecting the delivery of government-financed public goods, particularly focusing on last-mile implementation challenges in Rajasthan. It identified issues such as weak capacity and lack of accountability among service providers at district and sub-district levels, which hindered effective service delivery. For the purpose of this study, Jan Aadhaar, a service delivery platform of the Rajasthan state government, has been identified as an initiative that has used technology to improve service delivery at the last mile. This platform consolidated various government services under a single identification system, promoting efficiency and accessibility for residents.
The study highlighted how Jan Aadhaar facilitated better coordination among administrative units and addressed human resource management challenges. By undertaking a formative assessment of the end-to-end service delivery process, the research aimed to identify specific schemes utilising the Jan Aadhaar platform and assess the need for reforms in the delivery chain. Lessons learned from Rajasthan's experience with Jan Aadhaar were documented, providing valuable insights for other states considering similar systems to enhance public service delivery.
