Mathrupoorna, Ksheera Bhagya and Srusti Schemes in Karnataka: A review of Awareness, Utilization and Delivery

Abstract

This policy brief examines the Mathru Poorna, Ksheera Bhagya, and Srusti schemes implemented in Karnataka to address child and maternal malnutrition. Despite Karnataka’s economic growth and early adoption of initiatives like the Integrated Child Development Services (ICDS), the state lags behind southern counterparts in maternal and child health metrics. These schemes aim to provide nutritional support to pregnant and lactating women, preschool children, and school-going children.

Using a mixed-method approach, the study surveyed 1,500 households across four districts, complemented by facility assessments and stakeholder interviews. Findings reveal high awareness levels of the schemes but significant gaps in utilization due to socio-cultural barriers, poor infrastructure at Anganwadi centers, and implementation challenges. Beneficiaries predominantly belong to economically disadvantaged groups, with social taboos and logistical hurdles limiting broader participation.

Recommendations include enhancing Anganwadi infrastructure, increasing community awareness to mitigate cultural barriers, and streamlining supply chains for effective service delivery. Addressing these gaps can improve the schemes’ impact on reducing malnutrition and promoting maternal and child health in Karnataka.
