Jyotsna Jha, Director of CBPS, attended a meeting of Economists, Economic Administrators, and Eminent Scholars for the 14th Finance Commission on 25 April 2013 at Indian Institute of Technology, Chennai.
The meeting focused on recent developments in Union-State relations, emerging challenges of fiscal management, scope for and limits to tax-expenditures and subsidies, assessment and treatment of contingent liabilities, assessment and transparency in regard to unfunded liabilities, approaches to financial devolution to Panchayats and to Municipalities, scope, limits and accountability in regard to Central schemes, global experiences in regard to improvement of public expenditure management systems and linking of taxes and subsidies to intended outcomes.
