The study focused on understanding governance at the district level and below, particularly the processes of planning, budgeting, implementation, and monitoring related to access to entitlements under various laws and policies. It aimed to gain insights into governance across all levels—District, Block/Mandal, and Gram Panchayat/Village—while also examining interactions with the state.
Additionally, the study sought to understand all child-related legislation, guidelines, programs, and schemes implemented at the district and state levels, including central and state-sponsored schemes.
Field research and desk reviews were conducted to explore schemes in two blocks and four villages. This approach aimed to uncover nuances of fund flow, reach, and efficacy of programs targeting children, especially those under six years old and adolescents, in the Chittoor district in Andhra Pradesh and Sitapur in Uttar Pradesh.
