While public expenditure on secondary education in India is low compared to many countries, it is substantial. This study reviewed expenditure on secondary education in Tamil Nadu, focusing on the contributions of various departments and their budget allocations.
The analysis (1) examined the overall spending on secondary education and the schemes from different departments (2) identified components addressing both the supply and demand sides of secondary education and deviations between actual expenditures and budget allocations; (3) explored how money flowed from the state to districts and lower levels, highlighting processes and challenges in planning, execution, and reporting; (4) assessed the capacities of decentralised levels and their implications for fund absorption.
Additionally, it investigated how schemes aimed at enhancing supply were managed and gathered feedback from students, parents, and communities regarding the adequacy and relevance of facilities. It also considered gender and social group dimensions related to these aspects. This comprehensive approach aimed to enhance the understanding of public expenditure efficiency in Tamil Nadu's secondary education system.
