Although public expenditure on health in India is low compared to many countries, it is substantial in scale. This analysis focused on health expenditure in Rajasthan, particularly the allocation priorities for Maternal and Child Health (MCH).
The study explored the following key areas:
Funding Mechanisms: Understanding how funds flowed within the state and identifying the roles of various stakeholders. Planning and Execution Challenges: Examining difficulties in planning, executing, and reporting health expenditures at different levels of government. Capacity Issues: Assessing the capabilities of decentralised bodies in managing health funds and their implications for fund absorption.
Additionally, the study investigated how Gram Panchayats utilised their Development Plans to prioritise health initiatives within the state. This comprehensive approach aimed to enhance the understanding of public health funding effectiveness in Rajasthan.
