Technical Assistance to Conduct a Scoping Study to Identify Key Reforms Areas to Transform the Local Loans and Development Fund

This project entailed:

• A stocktaking report that identified key reform areas to restructure and transform Local Loans and Development Fund (LLDF) to meet the emergent requirements from local authorities.
• A gap analysis report that curated and reviewed different models from global and regional best practices and provided draft recommendations.
• A final restructuring plan for LLDF with an indicative operational plan that identified specific reform and restructuring needed to transform LLDF into a successful financing model for local authorities in Sri Lanka.
