Jointly with UNICEF, Centre for Budget and Policy Studies (CBPS) has developed the methodology for undertaking child budget analysis incorporating the UNICEF social protection framework. UNICEF aimed at extending technical support to Department of Finance, Government of Chhattisgarh for capacity development and institutionalisation of child budget statement and analysis of expenditure on children with technical support from CBPS with the following specific objectives:
- Capacity development of all concerned departments of Chhattisgarh Government on the comprehensive methodology for preparation of child budget statement and child expenditure analysis for financial year 2022-23 through a two-day inter-departmental workshop.
- Provide hand-holding support to concerned departments for identification and enumeration of child expenditures and conducting meaningful analysis.
- Finalisation and joint publication of step-by-step guidelines for preparation of child budget statements in consultation with the Department of Finance and other concerned departments.
- Revision of the child budget/expenditure analysis report done earlier in consultation with the Department of Finance and other concerned departments including UNICEF to arrive at the comprehensive child budget report for the year 2022-23.
- Dissemination of child expenditure analysis leading to a joint publication with the Department of Finance, CBPS, and UNICEF Chhattisgarh.
- Analysis of allocations and expenditures (utilisation) at District and Panchayat level on social sector programmes, women, and children and marginalised with last three years data (3 years) leading to a joint publication with Government of Chhattisgarh, CBPS, and UNICEF Chhattisgarh.
- Analysis of funds flow to Panchayats identifying gaps thereof and development of a policy brief leading to a joint publication with Government of Chhattisgarh, CBPS, and UNICEF Chhattisgarh.
The project will focus on institutionalisation of processes for preparation of child budget statement, child expenditure analysis, monitoring of allocation/utilisation at District and Panchayat level, thus leading to regular publication of child budget statement and expenditure analysis at state and Panchayat level.
