To conduct a meaningful budget tracking exercise on the ICDS programme in the state of Karnataka, it was essential to study all the processes that are involved in its smooth functioning. CBPS carried out an extensive literature review on all processes of the ICDS programme in the state including its history, policy and norms, as well as taking into consideration recent evaluations on the programme in the state.
On an earlier occasion, CBPS had conducted a pre-budget advocacy workshop for increasing allocation for early childhood care and education mainly in the ICDS programme and submitted this report to the government.
