Abstract

This report presents findings from a comprehensive study conducted by the Centre for Budget and Policy Studies (CBPS), Bangalore, under the project “National Study on Working Conditions of Teachers: Karnataka and Jharkhand. It presents a detailed analysis of teacher management practices in government schools across Jharkhand, India. Through a combination of desk reviews, data analysis, and stakeholder interviews, it examines the recruitment processes, salary structures, and working conditions of teachers, both regular and contractual, highlighting several systemic challenges, including the overreliance on contract teachers, bureaucratic inefficiencies in recruitment and transfers, and disparities in salary scales. These issues contribute to a suboptimal working environment for teachers, impacting their morale and effectiveness in the classroom.

In response, the report also proposes a set of recommendations aimed at addressing these challenges and improving teacher management practices in Jharkhand. These include reforms to streamline recruitment procedures, enhance training programs, and ensure equitable treatment for all categories of teachers. Additionally, the report emphasises the importance of performance-based incentives, effective management of the Mid-Day Meal scheme, and timely disbursement of pension dues. By implementing these recommendations, policymakers can create a more supportive environment for teachers, ultimately leading to improved educational outcomes and the overall development of the state.
