Abstract

The purpose of the action guide is to help understand the broader role of elected representatives in ensuring the rights of the people. It intends to provide information on fulfilment and protection of rights as well as responsibilities that would pave the way for the effective functioning of local self governments. Although the guide is mainly focused on aiding elected representatives of local governments in understanding various issues around governance from a rights perspective, it could be used for capacity-building of civil society members and any government officials.
