This policy brief is based on research carried out in the six states of Maharashtra, Andhra Pradesh, Telangana, Tamil Nadu (TN), Karnataka and Kerala, with a larger focus on Karnataka and TN. The research especially focused on (i) the role of ULBs and other institutions including state governments and parastatal bodies, and (ii) aspects of financing and governance of SWM services. The study is based on (i) a review of the devolution of functions, functionaries and funds under the 12th schedule to ULBs, and (ii) an in-depth institutional mapping of two ULBs, one in Karnataka (Doddaballapura) and one in TN (Hosur), for a deeper understanding of their finances along with provisioning of sanitation and SWM services.
