The report examines the governance dynamics at the district level in India, focusing on the welfare of children, particularly those from marginalised communities. It emphasises the need for a holistic approach to address children’s rights and reduce disparities in income, representation, and access to entitlements. The study is framed within the context of the 73rd and 74th Constitutional Amendments, which established decentralised governance through Panchayat Raj Institutions (PRIs) in rural areas and urban local bodies. These structures are crucial for effectively planning, budgeting, implementing, and monitoring welfare programs aimed at children.
The report highlights the importance of collaboration between various stakeholders, including government departments and PRIs, to enhance the welfare of children. Analysing the processes involved in delivering social services and entitlements, it identified gaps and opportunities for improving outcomes for marginalised children. The findings underscore that successful interventions depend on robust governance mechanisms that facilitate convergence among departments and active participation from local communities, ensuring that children’s rights are prioritised in developmental agendas.
