The MV Foundation (MVF) project on ‘Ensuring Education for Children in Vulnerable Areas Across Two States in India’, was funded by the Tata Trust foundation with the purpose of ensuring universal enrolment and retention of children in schools through social mobilisation and awareness building, to pilot a model of teacher-led systemic change towards child friendly education, to document said process of change in collaboration with academic bodies, and to provide support for higher education. Implemented between 2014 and 2018, the project took place in two districts in Telangana and Maharashtra, both characterised by high militancy, poverty, civil unrest and backwardness. The two states were also noted to perform lower than the national average on multiple different indicators related to child development.
This report details the findings of a midterm review conducted by CBPS on the MVF project. The review was undertaken for the purpose of: assessing the progress made by MVF against their planned activities; assessing financial utilization patterns; understanding the effectiveness of program design in relation to contexts and their relevant constraints; examining the organization’s efforts at monitoring; and providing critical feedback on all these objectives. The impact of MVF’s programme is discussed across three levels – individual, school and community levels. The study finds that the interventions appear to be on track at all three levels, implying that the programme is on track to achieve its specific goals at all levels. The report details the state of progress and identifiable positive features of the programme, while also identifying areas that require additional attention.
