This report presents findings from a comprehensive study conducted by the Centre for Budget and Policy Studies (CBPS), Bangalore, under the project “National Study on Working Conditions of Teachers: Karnataka and Jharkhand,” as part of the NUEPA Research Reports Publications Series. The study focuses on documenting and analysing the working conditions of elementary and secondary school teachers in Karnataka, India. Utilising a mixed-methods approach, the study includes extensive desk reviews, secondary data analysis, and semi-structured interviews with key stakeholders at the state level. The aim is to provide insights into various aspects of teacher management, including recruitment and deployment policies, salary structures, professional development opportunities, and grievance redressal mechanisms.
Key findings from the study underscore Karnataka’s commendable efforts in structuring teacher management practices, such as hiring trained teachers and providing both monetary and non-monetary incentives. The state’s transparent recruitment and transfer processes, along with the establishment of Shikshana Adalats for grievance redressal, have significantly improved the overall functioning of the education system. However, challenges persist, including the need for a clear career growth trajectory linked to performance and decentralised in-service training. The report also offers recommendations to enhance the working conditions of teachers in Karnataka, emphasising the importance of continuous efforts to improve teacher management practices, ultimately benefiting students and the broader community by ensuring a conducive working environment for teachers in Karnataka’s education system.
