This study investigates the complexities of urban governance in India, particularly in the context of rapid urbanisation and its implications for service delivery in urban local bodies (ULBs). With India’s urban population projected to rise significantly, effective management of urban services such as sanitation and solid waste management is critical for sustaining productivity and enhancing quality of life. The research highlights the challenges faced by ULBs, including limited financial autonomy, excessive state control, and inadequate institutional capacities, which hinder their ability to deliver essential services efficiently.
The study also examines the dual dimensions of urban governance: the supply side, which focuses on service planning and delivery mechanisms within ULBs, and the demand side, which explores citizen engagement and participation in governance processes. Recent municipal reforms aimed at improving accountability and community participation are discussed, alongside the role of specific schemes like the Integrated Low-Cost Sanitation (ILCS) and Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS).
By analysing these dimensions, the study aims to provide a comprehensive understanding of how ULBs can better manage urban waste and sanitation services. It emphasises the necessity for enhanced institutional frameworks, adequate funding mechanisms, and greater citizen involvement to achieve sustainable urban development. The findings are expected to inform policy recommendations that address the pressing challenges of urban governance in India, ultimately contributing to improved urban infrastructure and service delivery.
