This study examines the performance and best practices of Madamakki Gram Panchayat in Udupi District, Karnataka, under the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS). Utilising a Devolution Index developed by the National Council of Applied Economic Research (NCAER), the study evaluates the devolution of finance, functions, and functionaries to local bodies. Madamakki Gram Panchayat’s success in implementing flagship schemes and welfare programs is assessed through a scoring process based on the Devolution Index and questionnaire responses. The Panchayat’s profile reveals its location in a culturally rich district known for agriculture and education. Despite challenges such as a remote location and naxalite influence, Madamakki Gram Panchayat has demonstrated exemplary management in infrastructure, decision-making, and service delivery.
Notable best practices include reducing electricity expenses, mobilising own-source revenues, and innovative interventions like a vaccination campaign for dogs. The study identifies the key contributing factors to these achievements to the leadership of the Panchayat Development Officer (PDO), and the experience of elected members. The study also highlights the significance of Madamakki Gram Panchayat’s success as a model for sustainable community-driven development, emphasising the importance of proactive leadership, community involvement, and accountability in local governance.
