This case study delves into the performance and functioning of Leepuram Gram Panchayat (GP) in Kanyakumari District, Tamil Nadu, under the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS). The study employs a comprehensive assessment framework focusing on various aspects such as management practices, engagement with the community, and good practices observed within the GP. Leepuram GP, comprising nine wards predominantly of the General category, demonstrates a robust democratic process with active participation from members and strong support from the local populace.
The study identifies how the GP meetings, including Gram Sabhas, serve as platforms for discussion, resolution passing, and plan approval, ensuring transparency and accountability in its operations, making it eligible for PEAIS recognition. Study also underscores the engagement with the community as a key highlight of the GP, evidenced by initiatives to strengthen community groups, provide essential facilities, and undertake awareness campaigns on environmental issues. This engagement has led to improved democratic experiences for the people, enhancing their awareness of rights and entitlements under various schemes. Leepuram, thus, GP stands as a model of democratic governance, characterised by active community participation, transparent decision-making processes, and effective leadership, contributing to the socio-economic development of the region.
