Abstract

This case study delves into the performance and functioning of Karungal Gram Panchayat situated in Dindigul District of Tamil Nadu, with a particular focus on its response to the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS). The PEAIS, introduced by the Ministry of Panchayati Raj, aims to encourage states and union territories to devolve powers to local bodies. Karungal Gram Panchayat was recognized under this scheme for its notable efforts during the period of 2011-12.

The study explores various aspects of the Gram Panchayat, including its geographical and demographic profile, socio-economic conditions, and existing infrastructure. Despite facing constraints in income generation due to a lack of assets, Karungal Gram Panchayat demonstrates commendable performance across parameters such as personnel management, planning and budget formulation, and accountability practices. Additionally, the study looks into the enabling management practices and good practices adopted by Karungal Gram Panchayat, underscoring the single-minded focus of the Gram Panchayat on mitigating the impact of drought, which has somewhat sidelined other developmental initiatives. It calls for a broader state-level initiative to enhance the capacity of all Gram Panchayat members and secretaries to address multifaceted development challenges effectively.
