In 1997, the Karnataka government launched the Reproductive and Child Health (RCH) programme, having modified it to focus on more contemporary concerns, such as improved ante natal care and sexual health education. This was provided as a continuation of its existing Maternal and Child Health (MCH) schemes. This paper conducts a budget analysis of the RCH programme, examining allocation of funds and the actual expenditure on the program. By conducting a budget analysis, we enable ourselves to understand how predefined goals of development are understood, and the financial provisions made by the government towards achieving that goal.
It examines the role of Panchayati Raj Institutions in providing effective services in the realm of reproductive and child health services, focusing on aspects of accountability, accessibility and affordability of RCH services across Karnataka. This is done via budget analysis, examining allocations under medical and public health heads. The paper examines planned and non-planned allocations, as well as household level survey data collected from Chamarajnagar on RCH service awareness to make inferences on the state of RCH effectivity.
