This report examines the governance structures at the district level and below, focusing on enhancing the welfare of marginalised communities, particularly children. It highlights the significance of a holistic approach to address disparities in income, representation, and access to rights. The research underscores the critical role of Panchayat Raj Institutions (PRIs) in implementing welfare schemes following the 73rd and 74th Constitutional Amendments that established local governance in India.
By analysing the interactions between government departments, PRIs, and various stakeholders—including NGOs—the study aims to understand child welfare programs’ planning, budgeting, implementation, and monitoring processes. It emphasises the need for effective devolution of functions, functionaries, and funds (the 3 Fs) to ensure that welfare entitlements are accessible to marginalised groups. The findings suggest that enhancing collaboration among government entities and community organisations is essential for improving child welfare outcomes. Ultimately, this research contributes to the discourse on social justice by advocating for inclusive policies that prioritise the needs of vulnerable populations in sustainable development efforts.
