The Dakshina Kannada Zilla Panchayat (ZP) in Karnataka has been recognized for its exemplary performance in local governance and development initiatives. This case study explores the structure, management, and achievements of the ZP, highlighting its adherence to principles of transparency, accountability, and community engagement. Under the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS), the ZP demonstrates a commitment to devolving powers to local bodies, evaluated through the Devolution Index. Geographically diverse, Dakshina Kannada district engages in agriculture and boasts high literacy rates and active civic participation. Administratively, the ZP operates efficiently with computerised systems and regular meetings for progress assessment and planning. Transparency is upheld through annual reports published in the local language and an accessible website with meeting records and action plans.
Successful campaigns such as Total Sanitation and Sarva Shiksha Abhiyan, along with robust water supply systems and anganwadi initiatives, highlight the ZP’s effective practices. Noteworthy achievements include being declared an open defecation-free district and pioneering educational endeavours. Stakeholder commitment, including elected officials, officials, and community organisations, is evident in their proactive engagement with development efforts. The involvement of NGOs, youth groups, and corporate social responsibility initiatives further bolsters community support for local projects.The study, thus, emphasises how Dakshina Kannada Zilla Panchayat serves as a beacon of effective governance, driven by transparency, accountability, and community collaboration.
