This essay provides a transcription of a lecture presented by Dr. A. Indira as part of a CBPS lecture series on Karnataka’s budgetary issues. Written against the backdrop of Karnataka’s 2009-10 election year, this lecture looks to observe how Karnataka was faring under the Fiscal Responsibility and Budget Management Act, a parliamentary act which looked to reduce states’/India’s fiscal deficit and focus on building balanced budgets. Due to the economic downturn in Karnataka, the essay also looks at how the state was faring in this climate, and whether its adoption of the act had any bearing due to the same.
Section 2 of the essay describes the macroeconomic situation in Karnataka, while section 3 discusses options going forward in the described circumstances.
