This study examines the performance of the Edappadi Panchayat Union in Salem District, Tamil Nadu, within the framework of the Panchayat Empowerment and Accountability Incentive Scheme (PEAIS). Utilising a multidimensional approach, the analysis assesses various aspects of Panchayat functioning, personnel capacity building, planning and budget formulation, income generation, performance, and accountability. The findings reveal noteworthy achievements by the Edappadi Panchayat Union, particularly in accountability and transparency, where it attained a perfect score, and in planning and budget formulation, demonstrating a high level of proficiency. Despite facing constraints in revenue generation, the Union effectively managed available funds, highlighting sound financial stewardship.
Furthermore, the study delineates the geographic and demographic characteristics of the Edappadi Panchayat Union and identifies best practices contributing to its distinction as the best-performing Panchayat. It emphasises the Union’s reliance on agriculture and allied activities for livelihoods and analyses the empowering impact of robust Self-Help Groups (SHGs) on local women, facilitating access to banking services and fostering community-driven initiatives. The case study attributes the success of the Edappadi Panchayat Union to the collaborative endeavours of proactive officials and supportive elected representatives, engaging in participatory governance to address citizen concerns effectively. By efficiently leveraging government resources and aligning objectives with public interests, the Union exemplifies good governance principles, illustrating the potential for collective action to achieve broader societal goals.
